Default Leaking Heater Pipe

I am having an issue with the heater pipe on my 2003 Chevy Malibu. I had to remove the pipe to reinstall the lower intake manifold. I am now trying to reinstall it. I have the correct factory GM O-ring (24504709) however I cannot get it to seal properly. Any tips? The part I a referring to is identified as #1 and the O-ring is #2.

It's been some time since your post. Have you corrected it by now? If you did, what was the fix?
If the 0-ring wasn't nicked or damaged, I would look for the condition of the surfaces that the o-ring touches as it enters the fit, and seals against.
Look for cracks, pitting, rust, debris, anything that is not smooth and concentric. Use some kink of lube on the fits prior to putting them together.
