Question 1998 Lumina AC Vent problems

Cannot get the dash vents to work in none of the AC settings. Instead, COLD air is coming out the defroster and/or the lower heater vents. Replaced the dash controller switch assy with a known good controller and still no dash air vents air flow. Any suggestions would be appreciated.....

There is a vacuum operated manifold switch behind the glove box that also gets electrical control direction from the main a/c & heater controller in the center of the dash. The manifold switch has 5 or 6 vacuum hoses that control the vaccum servo valve under the dash to direct the air flow. The main control assy for a/c and heat can be removed after popping the cosmetic cover from the left to center side of the dash. The a/c & heater main control switch is removal with two screws and two electrical disconects. The vacuum manifold switch assy can be accessed from under the glove box but is easier to get to if you remove the glove box.
