Default 91 lumina wont start

Hello
My 91 lumina with a 3.1 wont start. I have had the module checked at autozone. I checked the resistance on the coil packs they were fine. Fuel pressure was 44psi . The next thing i will try is shooting starting fluid in the throttle body. i took the spark plugs out of one cylinder they were dry. I wonder if i have a electrical problem. If any body can help me i would appreciate it.
thankyou

I could be the theft deternet system. What has "changed" since it started, to now? I had a 91, great car. Now with my 96, I have issues with it all the time. I cannot remember if it has the keyed system with the small module (resistor) in it or not?
