Default 99 Lumina with starting problems HELP

I just got a 99 lumina the car will start and run but the guy I got it from hooked up a remote button to start it. You put the key in and turn it on and push a button to start it. If you try the key and turn it to start you hear a click like maybe a circuit breaker or something and it does nothing. Does anyone have any ideas on what might be wrong? Just wanting to know if there is a part I can replace or do I need to get a new column?
