Default Chevy monte carlo 98..... help.... please

1998 Monte carlo LS 3.1L
engine over heating
troubleshooting: new hosing, radiator cap, thermostat replace, serpentine belt, water pump... when replace thermostat No moister in the intake manifold, at the time.

transmission slipping while going down the road it shifts down a gear for no reason, and feels like when going from first to second i have to let off gas to change gears.... but before this it did a hard shift from first to second.
Troubleshooting: Lucius transmission additive, spark plugs.

~~~~The oil is milky and smells like gas~~~~
IT not showing a sign of being a blown head gasket, I can drive from my house for 15 to 20 minutes before it starts heating up, but it drops back down in temp real quick.
There is no white smoke, and the water isn't boiling.
Had a guy pull the dip stick out and stick a flame to it and says it not catching fire so he believes it a blown head gasket.... idk
