Default Chevy Lumina OBD problem

Hy Guys!

I've a Chevy Lumina '95 and can't read diagnostic codes. Please HELP me.

I have a 96 lumina that also won't read. I checked the voltage at the wires in the obd plug and the wire that should be 12v is only reading 5v. I am told its because the wire is damaged somewhere and acting as a resistor. So you have to trace the wire and probe it till you find where it reads 12v again and repair the damaged portion. I have not yet attempted to make the repair.
