secondary air pump wont shut off

secondary air pump wont shut off
hey all..............please help ....the secondary air pump on my 2000 monte carlo 3.4L wont shut off i pulled the fuse so it wont burn up.. any suggestions. the vac switch is fine and check valves are working properly but the pump just wont shut off.
