Default vats bypass help

ok i have a 98 lumina thought i had a fuel pump go bad cause it will start for a sec then die .. changed that same thing i can take the air intake off and slowly add gas and the car runs fine also i noticed that if i turn my key off it . and back on it starts right back up for like one sec every time . i have read till my eyes hurt and the best thing i can come up with is its the vats not letting the injectors work or cutting power to the pump .. i took a meter and read my key and i'm getting 1.47 with my meter set to 20k now what resistors value do need to bypass it ...
thanks
