Default When engine starts, it revs all the way up to 6000 rpms on 350 swapped Monte Carlo

This 1985 Monte Carlo belonged to my dad in high school. It had a 350 small block swapped into it by my grandfather who has been passed away for a few years now. I’m trying to get it running, but whenever it starts it takes the rpms all the way to 6000. It is also a struggle to start, you have to hold the throttle all the way open and spray starter fluid straight into it. When that happens it actually starts. Other that that it seems like it doesn’t get fuel at all. It appears to have an electronic choke on the side of the carb, but i’m not sure. If anyone has any suggestions it would be greatly appreciated!
