1998 chevy silverado brake problem

Thumbs up 1998 chevy silverado brake problem

My 98 Silverado has brake issues. I understand a full brake pedal when not running but cannot understand why brake goes to floor when running. This is after module was changed ,new brake lines, calibers and two master cylinders . spent several days in GM garage. computer diagnostic and computer bleed. I did a brake line by-pass of abs module and went direct to wheels still brake goes to floor. Complete bleeding new rubber flex lines and no result. Any takers would be greatly appreciated.
