2003 silverado glasspack flutter sound

2003 silverado glasspack flutter sound
Hi im new to the chev forum but i recently purchased a new exhaust system. true duals with 2 18" RED HOT glasspacks. when it is at low idle, it will make a flutter sound, also when i step on the gas while driving it does the same;(. i have 2 cherrybomb glasspacks, if i put them on will it sound better?
