2002 S10/Blazer not charging no instruments or OBDII

2002 S10/Blazer not charging no instruments or OBDII
Hello and thanks for taking time to read this.
My 2002 Blazer will not charge, the instrument cluster is not functioning showing only "Service engine soon" and there is no signal output from the OBDII port. I have checked all the fuses at the dash all are present and good. The alternator is less than a year old, what might cause ta no charge condition with loss of signal to IC and OBDII? I am reading 12 volts at the pins for the IC and the OBDII and also confirmed ground.
