Default 97 jimmy/blazer

Hey everyone i have a problem with my 97 jimmy 4.3 vortec. I bought the truck from a buddy of mine and he had a misfiring problem so he did cap, rotor, plugs, wires, and coil. I bought the truck and it still has the same problem of where when running at 1500 the truck misses real bad and then as soon as you step on it the truck runs great. I had the check engine light checked out and it read multiple misfires. They guy i got it from had gone through and has put four caps and rotors and three coils. At night you can start the truck and the watch it ark all over the wires also the wires are electrical taped from cap all the way down to plugs with high voltage wires on it. You can also take a screwdriver and it will ark all over the place off of any wire. All grounds have been checked and replaced. Dont understand. Could someone please help me out and let me know what it could be. Thanks very much, Fred

Has reciept for the wires they were the best he spent 130 at autozone cuz he got the cheap ones first and thought the same thing. The other problem about it arcing is that i can take the screw driver put it to a rubber house and it will arc from the screw driver to rubber. Its very weird I've had a couple people look at it and they said do plugs and wires and then other people say that their is a piece under the cap and rotor that can go bad and cause these kinds of problem is it true?
