Default Blinker/Hazard issue
I have an 89 s10. The blinkers do not turn on at all and when I turn on the hazars, the voltage drops from 12v to 5v. I put a new turn signal switch in it. Fuses are all good

Sounds like you have a short to ground. I would look for the obvious such as chaffed wires under the hood, wiring under car and what is missed a lot the trailer wiring harness.
