Can't remove bottom bolt on 92' Air Compressor

Default Can't remove bottom bolt on 92' Air Compressor
Compressor locked up and I am trying to remove it to install a bypass but can not get this last bolt out. The flat edge of bolt is against the cylinder. AC bypass - Imgur
