Default Fuel pump voltage?

I got a 1996 Blazer s-10 4.3 W VIN. problem is it will not start on first try after sets over night I have to cycle key about ten times and try it then cycle again I have to do this until it finally starts sometimes this might just take twice other times 10 or more rounds. fuel pump was replaced about 8 months ago, I was testing voltage today at the relay and noticed when turn key on and pump starts it drops to 11.46 volts instantly. also being it takes so long to get fuel i am thinking it is losing pressure while setting how can i tell where, or if it is foot valve on pump. if so is there a one way valve i could put inline. have went though a crap load of grounds today clean and reattach them. Pump has 59 psi when cycle key many times and 62 psi while running.
