Default Help!!! trying to figure out 87 s10 fuel delivery will start ether or pouring gas in

I'm working on an 87 s10 that has sat for a couple of years. I checked the oil and antifreeze both look good. I put a stiff wire into the gas filler and I'm pretty sure it hit bottom and wasn't wet when I pulled it out. Fuel gauge said empty. I put in about 3-4 gallons of gas and it now says 1/4 tank. I believe this means the little gas has evaporated. I understand that I should drop the tank and clean it but I don't want too. :flipoff:

I discovered that rats had chewed a couple of the wires to the fuel pump relay. I spliced them and I think its right except I have a brown wire with white strip that goes to the proportioning valve that is bit in 2. based on the wire length I think I chose the right one. When I turn the key on I get power on the pink wire coming out of the relay. It goes into the fuse panel. There are two wires that go to the fuel tank. Brown and Pink or orange.

I assume one it fuel pump power and the other is the fuel gauge? Neither get power. Ignition on or off. When I turn the ignition on I head the relay click?

Should one be getting 12V?

Also there is a bunch of stuff around the TB that is unhooked. What is it and how much is needed? I've included pics of all of this. If you can't see the pics but are willing to help, message me and I'll email them.
