obd no connecting

what are the causes of a cant connect message on obd reader on a 96 s-10 blazer. reader is known to work fine on other vehicles

more than likely the fuse is blown and there is no 12v at the obd plug it shares a fuse ,15a i think, with the cigarette lighter
