Default Oil Filter Adapter

So I am having an issue with an oil filter adapter that I recently replaced the o-ring and plate between the top of the adapter and the block. It almost seems as if the plate is in the way, but I don't want to take out the plate and risk any issues along the way.

Any ideas? I tighten the bolts as far as they will go, but I am wondering if the plate needs to compress more and if I should apply more pressure with a breaker bar (I dont have a torque wrench available).

Adapter for what reason? Remote filter?
Make sure you put it in right-side up!
