I have the same issue with my 01 suburban. I am using an analog meter.. but looks like between 10 and 11 volts on the small wire to the solenoid and 12 + on the large battery wire.

Spoke with a GM mechanic and he said voltage on the small wire to the solenoid (with key turned) should be the same as at the battery.

I know this isn't 100%... but the guys at A-Zone tested my starter 6 times in a row and the battery twice - ALL good readings. I'm sure if I short the battery lead to solenoid it would start too.

I'm having the same issue on my 03. Did you guys ever figure out the issue with your truck not starting?
