Are the other courtesy lamps on as well? If so, a door jamb switch is stuck in the door ajar position. Further, if the key-in-ignition alarm sounds with the driver door closed as soon as the key is turned to off, the faulty switch is in the driver door.

Thanks for info and yes the when the key is in the ignition with the door closed it bings.But I don't have a door jam switch.could this also cause the driver side door not to lock? thanks

Okay, then, I didn't realize they had moved the switch to the latch assembly for 1999. You'll have to take the trim panel off the door and see what's going on around the latch. Go to Removing Car Truck SUV Door Panels: Chevrolet, Dodge, Ford, GMC, Jeep, Honda, Kia, Saab, Saturn, Subaru, Toyota, Volkswagen and then find something similar to yours to see how it's done. As for "not to lock" part, I assume with a door lock switch? I think that's the lockout protection kicking in with the door being "ajar".
