Rear Tires Locking Up....?

Rear Tires Locking Up....?
Could it be Emergency brake is frozen in a locked pos.? A few times in the days it has been acting up, I can hold out the emg. brk release and will hear a POP....and it will go a few feet forward and reverse, but will soon lock back up and skid ( front wheels still rolling ) and will not POP if lever is pulled again for a while ? I'm also unfamiliar w/ rear Shock/ strut, brake, and wheel assem. so any help on getting charts/ diagrams or useful info on getting into it to look at whats freezing up? Poss. bearing issue ?? IDK ? Thanks for any useful help !
