My 2002 silverado 2wd with 4.3 l 5 speed stopped starting the other day. It will turn over but won't start. My scantool returns no fault or code.

I found an unplugged harness under the hood but cannot find where to re-plug it in . It has a blue cap with a red and black wire

I have attached some pix. It appeared the harness may have run along the firewall??. also there is a tooth washer attached to a ground wire in the harness, but I can't find a stud it would have attached to, and a cable clamp securing the loom, cant find where that was attached either..
can anyone help me ?

given the look from the pic it could have went to a hood light but im not too certain shouldnt have anything with it not startin
