1989 chevy Scottsdale 2500. Fuel line issue

1989 chevy Scottsdale 2500. Fuel line issue
So I'm switching my chevy 350 from TBI to carburetor and I've unplugged all fuses. Both fuel pump fuses under the hood and the injectors fuse under the dash. But yet it still shoots fuel out of the lines when I turn the key. I asked the previous owner about it and he has no idea either. So I'm at a loss. Any ideas?
