2004 2500hd diesel Blower motor not spinning

2004 2500hd diesel Blower motor not spinning
I have replaced the blower motor and the resistor/cntl module but it is still not working. I have 12v to the motor and to the cntl module but only 3v to the input of the module. any ideas.
