Default 96 Silverado 5L missing

Hello everyone, I'm new here, hoping to get a bit of direction. Check engine light on so I pulled the codes and this is what I got: "P1345 camshaft to crankshaft position correlation fault" I tested the wires from both sensors, no breakes all is good there. I found out that each sensor should put out about 5 volts and I'm only getting about 2.5 from the crankshaft sensor and about 3.9 from the camshaft sensor. Should these be replaced or is there something else I should check first. Already changed the plugs, wires cap and button. The old plugs looked fairly normal. Not sure which cylinder is missing. Thanks.
