98 c2500 6.5l diesel automatic wont shift into 4th

my 98 that ive had for about a month will not shift into 4th. The rps stay at 3000 in 3rd truck wont go over 76mph. im really stuck on this no motor codes nothing where should i start.

Have you made sure the fuel and air filters are okay?
