99 Silverado A/C issues
Air coming from vents is not as cold as it should be and there's not as much volume as there should be either. Cabin filter has been changed and all duct work seems to be intact. Any suggestions?

See if the compressor is running or is it going on and off. If its is cycling on and off then you need to add freon. If the compressor is running all the time then your problem probably the blend door actuator.
