Default cant rev pass 3000 rpm

hey guy i cant even rev or normal drive pass 3000 rpm i dont really know anything about american car that much so any clue to this problem could help me alot will i have a 95 chevrolet cheyene truck is a 1500 any help with this problem?

How does it run below 3,000 rpm?
Is it running smooth or rough?

I have a few things for you to check out. First off, throttle position censor. Second, believe it or not a plugged fuel filter will cause a lack of power and will also burn up the fuel pump. Hope this helps.
