does anyone know about the evap/charcoal canister????? I heard it can make your truck run weird is this true? Do you really need it if your state does not have emissins test?

If it's working properly, it's great. Since it's connected to your fuel tank by hoses, what sometimes happens if you fill your tank too full(Possibly by topping it off to an even "dollar amount"?) the extra gas can wind up in your canister. Usually when you're driving away, you get a snootful of gas fumes a couple miles down the road;-flooded gas canister. There's a paper/fiber type filter in the top of these which needs to be checked and replaced about every 72million years. Try to get to it before the next ice age, if you're not too busy.

Also check for cracked and clogged hoses at the same time.

mine is cracked but what i am asking is can it cause weird engine problems like mine?

Yes , replace it for about $60 and keep the hoses in good condition
