Default Gas tank hose

I have been having problems starting my 99' Chevy Silverado 1500 with the 5.3. when I do get the truck started by pressing all the way down on the pedal nothing happens. I found a hose/tube disconnected on the top rear of the gas tank. Could this guy be the solution to my problem, I can turn the key over and hear the fuel pump come on. I replaced the fuel filter. I am getting a P0443 code which has something to do with the EVAP. Any ideas...

P0443:

Bad purge solenoid (internal short or open)
Wiring harness chafing or rubbing another component causing short or open on control circuit
Connector worn, broken or shorted due to water intrusion
Driver circuit inside powertrain control module (PCM) is bad

You need to clean that plug up good and try to reinstall it on your fuel tank. That is why you are getting the OBD II P0443 code. It sends gas fumes to the evap canister where its collected and burned in your Chevy 5.3 V8 motor. Hopefully that will do the trick for you
