Default HID's high and low?

if you buy HID's how is it possible to have high and low beams? would it require two different HID converter boxes and bulbs or what?
(this is for my 98)
need help with this....

well when you want to have one hid bulb for low and one for high. yes. you need a ballast for each bulb. they make hid bulbs with 2 generators inside that actual bulb that, when you have lows on one is lit. when you hit the highs the other is hit. still for that setup you need two ballasts.

A ballast per pair. Thats what I have.

you don't need 2 ballast for one bulb. they have hi/low beam bulbs that look like a regular HID kit and when you hit the highs its becomes even more bright.
