Cool Hood help

I Bought my truck used and noticed on the test drive that the hood was vibrating. After checking that it was closed I figured that it would be a simple bumper adjustment. well not the case. i have played with the bumpers and the latch and have gotten it a little better. But after messing with it over a hour i notice the wear in the latch and the wire loop mounted on the hood. The latch I am not worried about that should be a simple parts house trip. The wire loop on the hood causes me some concern. Has anyone seen or herd of replacing the wire loop on the hood?

My first thought would be to build up the loop with some welding.
