Need help with ac/ heater not blowing hard

I have a 95 Chevy k 1500 and I have changed the recirculating door actuator cleaned evap all actuators seem to be working blower motor /resistor is new but i still have weak flow why someone please help

Weak flow as in there’s little airflow with the fan on high; or as in the fan will only run at lower speeds?
