Check fuel pressure. If it runs when you spray starter fluid in carb it means it is not getting fuel. Clogged fuel filter or fuel pump.

If it is getting fuel to carb, it should start. If you pump the pedal 5 or 6 times will it run for a few seconds? Pour some gas down the carb, will it run for a few seconds? Can you see fuel squirt when you look down carb and pull on linkage at the same time? You may need to rebuild the carb, it is hard to tell without actually seeing it.

If you have no experience rebuilding carbs, it might be better to find a carb rebuilding shop. They are there but hard to find. You didn't say if you saw gas squirting down throat of carb when pulling on linkage.

Back to checking the fuel pressure. Having fuel is not enough if the pressure is too low.
