Default 1998 silverado no fuel injector pulse

I have a 1998 silverado with a 5.7. It will run with starter fluid, but not on it own. I replaced the fuel pump, fuel filter, fuel pressure regulator, and cam sensor. The injectors have 12 ohms. And when i try to start it it has 12 volts at the plug, but it does not pluses ir just keep 12 volts the hole time. I dont have any security light on. I was thing it was the pcm but i dont wont to replace it if that not it. ?????

Default Same issue and lost

Did you ever figure out your problem. I have a 2000 GMC K2500 that is having this exact same issue. I have tried 3 ECUs and replaced everything fuel system and spark. Its as if the injectors are not firing.
