Default Chassey problem

A friend of mine just purchased a motor home built on a stretchered Chevy truck chassey. Frame welds are vertical and not plated. they are all cracked. Builder disavows any problem as he purchased the chassey from dealer already stretched. local Chevy Dealer says vehicle is to big to get in his shop. They want the owner to drive 300 miles to get the cracked frame inspected. The drive shaft is misaligned so badly that the plumbing in the cabin is coming apart. This vehicle is not safe to drive 300 miles. Seller refuses to take the thing back

Questions : who is responsible? Who pays foe repairs? What action can the owner reasonably take without spending money to hire a lawyer ore have the camper hauled 300 miles?

who sold it? Private sale, from a dealership or car lot?
sold as is or safety checked? if certified...who safetied it?
if its factory welds and under warranty...its the manufacturers problem.

how old is this vehicle and how many miles?
