Default '06 TPMS Won't go to teach mode

Bought my 4th white burb, It came without key fobs. That was OK till I got tires. Before tires I had a Service Tire Monitor maybe every two weeks, after tires, they are more frequent, now hourly.
The easiest way to put TPMS into teach mode is to use the key fob. Alldata says the alternate method is "park brake on, ignition on, cycle exterior lights 4 times in 4 sec" It doesn't work.
Is this a sign of faults in the TPMS or should I get a fob and try it.

Any help appreciated

PS: Could an aftermarket fob with starter be coded to the truck?
