Was it done professionally with gauges? if not that could very likely be...
keep in mind if it doesn't feel cold it could be a stuck blend door allowing warm air to mix with the cold... adding R134 won't fix a stuck blend door....

Took some out and now all sems to be fine. Not sure if its a leak or just low from use. I'm in the South and the a/c runs almost all year round plus the hoe just made 5 years of being a hoe.
