Default 1997 Cevy Suburban catalytic problem

Well the other day I went to get my truck inspected and it failed, saying I needed a new catalytic converter. So I went home and checked it out but there is no catalytic converter but the o2 sensors are there just plugged into the pipes, but when i first bought the truck it passed inspection no problem. So did somebody rig it like that, and what should I do. Thanks

There has to be a cat (should be 1 on each side) if not it has been rigged.
