Default 1999 Suburban parking/courtesy lights not working

i have checked and swapped the #9 fuse and they still don't work. Any help is greatly appreciated.

You'll need to be more systematic than that. Check the voltage on both sides of the fuse with a multimeter. That should give you the direction you need to go, either upstream toward the lighting fuse or downstream toward the headlamp & panel dimmer switch. Check the courtesy fuse likewise.
