My wifes 03 suburban almost dies when the ac is turned on the rpm drops down is there something that controls the fast idle.when the ac is turned on?

You need to clean the throttle body.
removed the throttle plate and inspect the intake and you will see lots of carbon build up, clean the plate and the body itself...
There is a TSB out on this and is listed somewhere in the forum
its is a VERY common problem

The ECM controls the idle speed.
