while I agree that parts of different makers have difference performance lifes and costs, there is no real way to compare them.

Perhaps Obama should get on that lol...

some type of rating system for stopping power, and life from pads and for rotors.

a simple number system out of 10.

where a pad that stops sooner gets 8/10 while a worse one gets 6/10

and so on for life...

GM parts direct only list the rotors, it list the pads but has no part for them or price. I wonder what is different with the police package thicker maybe?

Dealerships (any make) are free to sell parts at whatever price they would like. Call around to 5 different dealerships about a specific part and see if you ever get the same price twice.
