2008 Tahoe LTZ backup camera issue

That to me looks like a poor connection to the LCD screen..
If you have not already , you might try resetting it by disconnecting the battery for a few minutes to see if it clears, but I suspect a skewed connection for the LCD

I apologize for your frustrations. If unplugging the batter does not work, I would contact your dealership; they will be able to diagnose/repair this issue for you. Is the vehicle still within warranty? Keep us updated?
