I found a "good" deal on 2010 Tahoe LT2, 3780 miles $33,499.
This vehicle was a GM buyback (lemon title), so what do you
guys think about this? Thanks.

You could try Carfax for VIN research. Remember the old adage, if it seems too good to be true, it probably is.

Original problem was "vehicle won't start due to chip failure", so dealer
has made a certain number of unsuccesful attempts to repair failure.
GM bought the vehicle back but only after being pushed and completely
fixed the problem at their factory plus I was offered an extended warranty
GM protection plan GMPP 5yr/100,000 miles ($1400).

 

They are offering the extended warranty at no cost to you, right? If not, then check Black Pontiac in Pennsylvania. They sell the GMPP cheap.

 

I'm guessing "chip" failure was the ECM or BCM, I guess they could have broken it down to the actual controller device but that most likely would have been done by the manufacture of the controller and not GM.
