The TPMS batteries are encapsulated in the sensor itself and are not replaceable. You have to replace the entire sensor. You can get them on eBay for about half the price of what GM charges which I understand is not even an option for you anyway. Can you do PayPal?

Very interesting. Each of the 4 TPMS sensors contains one battery. It is molded in plastic and is attached to the tire inflation valve. The batteries as far as I know are not replaceable. If you want to remove a TPMS sensor, you need to remove the tire from the rim and unscrew the nut that secures the TPMS sensor to the rim. A new set of 4 TPMS sensors is normaly less than $100 US. Good luck.

On my 2011 Tahoe it takes 30-45 seconds of deflation before I get the horn chirp / light flash. Unless they've changed the procedure since 2011, if you're not getting the horn chirp the relearn is NOT finishing learning where the sensors are located..
Update....
According to the 2013 owners manual, deflating the tires will not work while doing the relearn procedure. You'll need a TPMS tool to set the sensors during the relearn.

There is probably a tire shop or Chev dealer somewhere in your country who can do this.
