Default 4 wheel drive not working

98 Tahoe 5.7 engine.... I'm having a major issue with the 4 wheel drive in this darn thing. This is the only vehicle I've owned newer than an 85 also my first 4x4 so I'm completely new to this. Anyway the switch on the dash has no lights on it at any time except the neutral that is red. No other lights blink or show any life at all. The actuator is brand new. There's power going into the switch. Only around 7 volts or so. Idk if that's low or not. I tried a new 4x4 switch with no positive results. Any ideas from you guys?

Could be the connector going into the back of the switch is damaged. Is the 4 HI and 4 LO engaging, or is it just not showing you anything as far as the light goes? I'm not sure on the correct voltage.

It's showing me nothing at all. No lights and nothing engages
