I was thinking about parting it out last week so I'm extremely happy in how it turned out. Thanks for your helps and encouragements.
Interior is good for a 20yrs old rig.
Now things make sense as the Indy shop guy was willing to buy a broken rig for more than the market value.

Problem: No movements on driver rear and passenger front windows. Rockers at the master response the same as the child rockers. No issues with lock/unlock and dome lights.
Troubleshooting: Not the fuse as the driver front and passenger rear windows work fine. No difference in response when swapped 30A relays between power accessories and power window. Removed driver rear panel and found no voltage at the plug.
Fix: Removed the master control module and sprayed D Series DeoxIT. After cleaning, both passenger front and driver rear windows work with child rockers. Still no responses from rockers at the master module. Replaced two J63M-2839 sensors. Now everything works.
Cost: Under $20 and lots of forum research time.
