Default 99 Tahoe Spare tire lock?

I hope somebody can explain to me what i can do. Just recently it came to my attention on my truck that the spare tire needed a good wash and when i came to the time to take it out, there was a factory lock on the rim on the inside, i thought i could just use my Ignition key to unlock it, but the key does not even bother fitting the lock. What should i do???

Welcome to the forum....
You say its factory but the ignition key does not fit? Are you the original owner?
Have you checked the glove box and the owners manual page by page to make sure there is no extra key....

I'm wondering if the ignition key is supposed to fit, if maybe the original ignition lock was changed out.
