AC Clutch not engaging, 140psi showing at Low Pressure tap

Maybe a clogged condenser would explain how the the system began working again for a short while and then stopped?
The low press tap didn't start leaking until I first hooked up and then removed the kit gauge. I repeated this multiple x in order to try to get it to reseal.
Where are the 2 cut-off switches located - easy to test?
